Additionally, the VAPIHCS is engaged in robust VA/DoD Joint Venture partnerships with Tripler Army Medical Center (TAMC) and Guam Naval Hospital (GNH). Major Duties are:
Monitors special programs, projects and control points; alerts management of potential problems. Reviews budgetary records for control and administration of funds for all control points and ensures that all VA accounting principles are put Into full effect. Ensures that the payroll processing program functions according to VA and federal principles and guidelines and that payroll data is integrated into the budgetary process by way of analysis and reports. Advises officials of guidelines and prior year data to assist them in developing budget estimates. Prepares preliminary control point estimates and reviews justifications for completeness and accuracy prior to management review. Reads and interprets new budget policies established by VA Central Office and advises management on technical details. The CFO is responsible for the technical accuracy and conformity of the budget documents and supporting work papers. Serves as Chief of the service in the absence of Chief of of Office Financial Services. Assists the Chief and section Chiefs in such personnel and matters as terminating staffing needs, employee training, disciplinary actions, employee recognition, etc. Ensures that all Office of Financial Services staff under his/her purviews are properly trained in the operation of the respective hardware devices and software applications, and maintain currency of these skills as new versions of software applications are released and implemented. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.) OR Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of Federal Statutes, VA Regulations, Comptroller General Decisions and the Regulations of the Treasury Department and Office of Management and Budget; a full range of technical knowledge on budget formulation and execution and skill in analyzing changes to plans and funding for programs; Knowledge of budgetary regulations, methods, principals, practices, procedures, precedents and guides which apply to programs and various organizational elements In preparing budget documents and the review and consolidation of annual budget requests for the budget plan; Knowledge of goals, objectives, processes and systems for 'sources and types of funding for various programs and activities, and the interrelationship of the VISN and Central Office within the resource system; Ability to analyze the effects of program changes and evaluate the impact on resources to make appropriate and timely adjustments to the plan and provide timely notification to management under short timeframes; Knowledge In the underlying principles and practices of payroll processing in a federal system; Familiarity with general principles of 1 and 3rd party billing. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
