Budget and Fiscal Management:
40%:
Develop recommendations and priorities for the resources within the Healthcare System including changes to personnel, space, equipment and budget. The incumbent may need to report this information to other members of the senior management team so that the Director can make resource decisions. He/she will develop systems to monitor available resources to ensure that the best possible patient care is delivered with the existing resources. Devote considerable time and attention to budgeting, forecasting and assessing workload for the assigned services and program areas to provide the best possible patient care without exceeding the allotted budget. The incumbent may have fiscal management responsibility in developing the overall budget in monitoring expenditures and in reallocating funds based on shifting program needs. And additional duties as listed on Position Description. Personnel Management:
30% - The Assistant Director must have broad, extensive knowledge of government-wide, VA, and VHA personnel management requirements and of the contributions and needs of widely diverse individuals and employee groups. He/she meets regularly with Union officials to establish and maintain the proper labor/management relations climate and to resolve issues having broad significance to the organization. He/she works closely with subordinate Service Chiefs and Human Resources Management Service to ensure the appropriateness of personnel actions. The Assistant Director hears or investigates group or appropriate individuals' grievances or serious complaints and has decision-making authority to implement change. In meeting with subordinate Service Chiefs, he/she is expected to gain acceptance of healthcare system goals in Equal Employee Opportunity, employment of handicapped and disabled veterans, upward mobility, employee development, sound position management, and enlightened supervisory practices which will provide for a free exchange of information and ideas between all levels of employees at all levels. In addition, the Assistant Director works closely on a daily basis with various groups and employees to-ensure cohesiveness of administrative and clinical functions and further commitment to the health care systems mission. Public Relations:
10% - The Assistant Director must establish and maintain good relations with various groups. Frequent interactions and personal contacts are with executives at VHA and VA, top management officials, subject matter experts, mission oriented technical advisors, clinical experts and administrative support staff, and other Federal and/or state agencies organizations and institutions including medical schools' other colleges and universities, accrediting agencies. External contacts and extensive liaison are with high level officials of other Government agencies, community partners, congressional representatives and veteran's organizations in the pacific islands of Hawaii, Guam, CNMI and American Samoa. Sessions often require extensive preparation and familiarity with difficult, complex, sensitive and/or political subject matter. She/he may have dd full authority to deal with the media upon contact regarding issues of local and national interest. The Assistant Director may review and/or approve publications for release to the media or develop articles for release. He/she is frequently called upon to attend and/or speak at various meetings of veterans and civic organizations. The Assistant Director chairs and/or serves on various local and VISN level Committees and Councils. Systematic Internal Review:
20% - The Assistant Director plays a central role in developing and coordinating of internal review systems to assure that administrative and clinical activities for the assigned facilities are compliant with existing accreditation standards and VHA policy and directives. This ranges from the acquisition and assimilation of information and subsequent reporting to the various regulatory groups, accrediting agencies, or higher agencies authorities, to recommending or initiating action to correct deficiencies. The incumbent participates with the Healthcare System Director, Associate Director, Chief of Staff, and Associate Director for Patient Care Services in the development and implementation of both long- and short-range policies and objectives and the successful integration of policies concerning both the administrative and clinical aspects. The overall integrated VA Pacific Healthcare System must meet all the requirements of regulatory and accreditation entities and be in concert with the numerous affiliated institutions and other bodies which work closely with or are significantly affected by the operation of the hospital. S/he will directly participate in the planning and forecasting of the facility's growth and clinical needs for potential new or expanded services that may be offered. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Administration and ManagementBudget AdministrationDecision Making Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
Most of the work performance is at a desk, in an office setting. Position may require minimal walking for direct supervision, survey and environment of care issues. The incumbent occasionally carries books and papers to and from meetings and conferences. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
