The Chaplain has full responsibility for providing a complete religious ministry to Veteran patients and their families. The Chaplain assesses religious, spiritual, moral, and ethical problems and plans and provides appropriate ministration, including individual in-depth pastoral ministry to Veteran patients and their families. Interviewing Veterans to conduct spiritual assessments. Providing in-depth pastoral counseling to individual Veteran and family members and demonstrating sensitivity to the religious needs and requirements of each other and each individual Veteran. Arranging needed special services, including rites and sacraments and providing bereavement support when needed. Conducting weekly regularly scheduled services. Preparing and delivering sermons or formal worship services. Providing ward services for those individuals who are unable to attend regularly scheduled services. Conducting periodic needs assessments of assigned populations served by the facility. Developing programs of spiritual care that include spiritual assessment, direct pastoral care, and program evaluation components. Selecting religious materials that will be used therapeutically for assigned Veteran populations in collaboration of Chief Chaplain and Chaplain Department staff. Coordinating religious club meetings, religious awareness groups, and interfaith meetings as called for by population served. Evaluating the need for volunteer assistance in the religious program and to exercise appropriate supervision of volunteers utilized in the program. Serving as a mentor/preceptor for new chaplains, chaplain residents, and chaplain students. Providing counsel on medical ethical issues, such as Advance Directives, in the context of the Veteran's religious faith perspective. Communicating effectively with persons of diverse races, cultures, religions, nationalities, ages, and persons having varying types and degrees of disability to understand and address their specific needs. Providing support and encouragement to primary family members and friends to be present and supportive as they are able in response to regular and emergent needs of the Veteran. Participating actively on interdisciplinary teams, groups and committees to assure that the religious and spiritual dimensions of health and wellness are addressed in all aspects of the Medical Center's holistic Veteran care. Developing and conducting pastoral care classes concerning outpatient ministry and telehealth chaplaincy for the chaplain staff, residents and students. Advancing positive community relations through the development of relationships with local pastors, church groups and community organizations. Seeking other clinical staff chaplains or clergy person in the community for religious/pastoral care service that he or she cannot provide. Documenting care in electronic medical records and protecting sensitive information from loss, disclosure, or alteration. Work schedule:

Not required To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2020. 1. Ecclesiastical Endorsement:
In accordance with 38 C.F.R. 17.655, ecclesiastical endorsement is a condition of employment as a VA chaplain. An individual must possess and maintain a full and active ecclesiastical endorsement to be employed as a VA chaplain. Applicants must have an ecclesiastical endorsement, dated within the past 12 months. Ecclesiastical endorsements must be from the official national endorsing authority of the applicant's/employee's faith group or denomination. Ecclesiastical endorsement is a written official statement, by the official national endorsing body of the faith group or denomination, certifying that the applicant is in good standing with the applicant's faith group or denomination; and stating that the individual is, in the opinion of the endorsing body, qualified to perform the full range of ministry required in the VA pluralistic setting. Loss of endorsement will result in removal from the GS-0060 Chaplain series and may result in termination of employment. All applicants must be a Board Certified Chaplain certified by the Board Of Chaplaincy Certification Inc. (BCCI) or nationally recognized certification body that utilizes the BCCI Common Qualifications and Competencies for Professional Chaplaincy or a certifying organization that has a reciprocity agreement with BCCI. Exception. Non-certified applicants who otherwise meet the eligibility requirements may be given a temporary appointment under the authority of 38 U.S.C. 7405(c)(2) for a period not to exceed two years. This exception only applies at the entry level. For the journey level and above, the candidate must have board certification. At the time of appointment, the supervisor in collaboration with Human Resources, will provide the uncertified chaplain with the written requirements for obtaining certification, the date by which the certification must by acquired, and the consequences for not becoming certified by the deadline. The written notice must be provided prior to the entrance on duty date. Failure to become certified within two years from date of appointment will result in removal from the GS-0060 Chaplain series and may result in termination of employment. Temporary graduate chaplain appointments may not be extended beyond two years and may not be converted to a new temporary appointment in this occupation. 3. English Language Proficiency:
All applicants must be proficient in written and spoken English. 4. Education:
Applicants must possess a Master of Divinity degree or equivalent educational qualifications as evidenced by a graduate-level theological degree from a college, university of theological school accredited by a member of the Council for Higher Education Accreditation (CHEA) or Association of Theological Schools (ATS) and recognized by the U.S. Department of Education. NOTE:
For applicants who do not possess a Master of Divinity degree or equivalent educational degree, an approved educational equivalency review from a nationally recognized board certification body of chaplains. 5. Clinical Pastoral Education:
In addition to the education requirement, applicants must have completed 4 units of Clinical Pastoral Education (CPE) as defined by the Association for Clinical Pastoral Education (ACPE) or the National Association of Catholic Chaplains (NACC). 800 hours of supervised ministry in a formal training program which incorporated both ministry formation and pastoral care skills development will be considered for equivalency to the required CPE. Evidence of two units of CPE or Letter of Equivalency for CPE from the National VA Chaplain Center must be uploaded in the application materials. To request Letter of Equivalency for CPE, email CHAPVACO@med.va.gov. Any applicants without 2 units of CPE or Letter of Equivalency will be disqualified. I addition to meeting the basic requirements, applicant must have a a minimum of two years of ministry experience following completion of the basic education described under Education above which has demonstrated both practical pastoral knowledge and skill, and the ability to minister in a pluralistic setting. Supervised or guided pastoral experience completed during graduate professional education may be credited for up to 1 of the 2 years of experience required for GS-11. 6.
Experience:
The candidate must have one year of creditable experience equivalent to the journey level (GS 11) this is directly related to this position. Specialty Certification. Specialty certification is demonstrated advanced practice and/or specialization in chaplaincy beyond the board certification and is required for the GS-12 grade level. Specialty certification from a professional chaplain certifying body that is directly related to the assignment is qualifying for a senior chaplain assignment. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
