The Facilities Sourcing Specialist role contributes to Covanta's success by effectively leading, developing and executing product and services sourcing strategies for the assigned facilities. The position implements the facility procurement process such that all applicable policies, procedures and regulations are maintained. The position is responsible for the coordination of all procurement activities, ensuring that programs, initiatives, cost reduction, corporate social responsibility and plant/regional/corporate synergies are achieved. The position manages suppliers and internal networks to deliver best in class performance for all spend categories while consistently delivering measurable results to achieve a competitive advantage for top line and bottom line facility growth. The position collaborates effectively internally and with suppliers, develops effective negotiation strategies in conjunction with Corporate Procurement, and communicates with other Covanta procurement professionals, interfacing closely with Corporate and Regional Procurement Management. The position reports to the Regional Strategic Sourcing Manager with a strong dotted line to the Facilities Management Team.
Position Requirements
Other duties and responsibilities include but not limited to are:
Managing the local/regional Sourcing process in accordance with established Covanta procedures and policies
Leading and/or performing fundamental procurement tasks, including but not limited to:
Supplier qualification and relationship management
Request for Proposal
Bid receipt, comparison to market, evaluation and analysis
Bid clarifications
Coordinating and participating in bid conferences/walk downs
Negotiations
Award
Purchase order placement
Expediting
Contract follow up
Contract management and dispute resolution
Administration of cost reduction and supplier quality assurance programs
Evaluation, monitoring and reporting on contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations within the facility.
Compiling data for preparing cost reporting in support of the annual budgeting process.
Providing site training and instruction of all personnel for Procurement systems.
Management of supplier interface, strengthening the supplier data base through the use of supplier visits and technical conferences.
Attending Corporate and regional Procurement meetings and conferences as required.
Directing and coordinating the activities of facility personnel who are engaged in formulating requests for proposals for the facility.
Developing effective working relationships with Facility Operations, Engineering and Maintenance teams.
Advising Planning, Maintenance, and Operations departments within the facility of contractual rights and obligations.
Sourcing maintenance spare parts from other Covanta facilities to maintain the corporate inventory pool to an optimum level between facilities who share common spare parts.
Assuring compliance with all governmental regulations, company policies and acceptable business practices.
Other duties that may be assigned at the discretion of the Regional Strategic Sourcing Manager and Facility Manager.
REQUIREMENTS:
Requires a background in process plant purchasing and/or facility business/accounting, including a minimum five (5) years of hands-on experience
A four (4) year college degree is preferred.
ERP procurement module (PeopleSoft/SAP), materials management, and RFXs required
Supply chain or purchasing manager certification through ISM and/or APICS or similar organization is desired.
Strong knowledge in maintenance and a background in either mechanical or electrical discipline is an asset.
Business, procurement, or engineering experience related to the construction, power, or industrial environment, especially in steam or electric production is preferred.
REASONING ABILITY REQUIREMENTS:
Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
OTHER SKILLS AND ABILITIES REQUIRED:
Ability to take appropriate safe action on his/her own initiative to prevent equipment damage or injury to personnel during emergencies or unusual situations.
Ability to use office computer systems, MSWord, Excel, Outlook and PowerPoint.
Experience with maintenance management software
Basic blue print reading
Ability to effectively and concurrently manage multiple projects and deadlines
Ability to solve problems and make tactical and strategic decisions for all assigned responsibilities
Ability to work closely with internal customers and other interested parties to deliver results that are in the best interest of facility and the corporation
PHYSICAL DEMANDS:
Ability to access and make plant tours and/or inspections on a routine basis
While performing the duties of this job, the employee periodically enters and inspects various plant areas with rotating machinery and is occasionally exposed to moving mechanical parts.
Travel requirements are variable and include availability to travel frequently in-region to other operating facilities. Occasional conference/meeting travel to corporate headquarters and/or regional facilities is possible. Requirements for this position are estimated at 10-15%.
COMMUNICATION SKILLS REQUIRED:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations.
Ability to write reports, business correspondence, and procedural manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
WORK ENVIRONMENT:
Office environment with periodic access to the facility operations, which may expose employee to heat and outside weather conditions.
OTHER:
It should be noted that this position may require working weekends and shifts longer than eight hours in support of facility outages, as well as on being on-call when required.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
