The R23G Program Manager shall support USPACOM in overall Innovation and Experimentation program coordination and integration with Office of
secretary
of Defense (OSD) Acquisition, Technology, and Logistics (AT&L); Joint Staff J7; United States Service Components; and other relevant governmental agencies. The Program Manager will oversee & guide a staff that will write reports and information papers, design and conduct tests on various DOTLMPF adaptations, analyze operational data, help develop operational tactics, and track status of USPACOM, PACAF, PACFLT, USARPAC and SOCPAC partners associated innovation and experimentation programs.
Specifically, the Program Manager will support personnel who provide strategic planning, operational, functional & security testing, design of experiments, network engineering, are subject matter experts for C4ISR, Cyber Security, and Defense-in-Depth Implementation, provide Data Mining, Archiving and Analysis, coordinate & conduct Military Unitlity Assessments, provide engineering, design, and technical solutions to support electronic warfare, Tactics, Techniques, and Procedures (TTPs) Planning and Analysis, Anti-Submarine Warfare (ASW), Anti-Surface Warfare (ASuW) Under-Sea Warfare (USW) Sensor Research, Experimentation, and Assessment; ISR, Domain Awareness, Cyber, Target Acquisition and Tracking, Weapon Guidance and Control, Counter Mine/IED, CBRN, and other Sensor Comparative Analyses, Assessments and Development Planning; Electronic Combat Research, Comparative Analysis, Roadmapping, and Assessment of Candidate Material and Non-material Solutions,
Energy Security research opportunities through energy experimentation,
provide technical expertise in
cyber sensing, high performance computing, cyber sensing systems engineering, cyber moving target defense, open architecture platforms, distributed and modular manufacturing, rapid capability cell (RCC), cyber mission mapping and situational awareness , product translation, wargaming, simulation, emulation, and a full range of support for partner nation cooperation.
Qualifications
Experience and Education Requirements:
Position requires a Bachelors (B.S or B.A) Degree and twelve (12) years progressive experience in design and development in accordance with CDRL E001., which shall include at least five (5) years experience in management and supervision of substantive military hardware/software development, and at least five (5) years specific analysis and support experience in one or more areas of expertise as described in the above duties & responsibilities. Must have experience and skills necessary to perform the following tasks: Organize, direct, and coordinate planning and implementation of all contract support activities. Interface with government personnel. Formulate and review project feasibility studies, determine costs, ensure conformance to work standards. Interpret policies, purposes, and goals of the organizations for subordinates.
Manage logistics support analysis for military systems. Manage systems safety studies. Identify, acquire and utilize company resources to achieve project technical objectives. Must complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract.
Secret clearance required.
