PROGRAM ANALYST with Security Clearance

Duties The primary purpose of this position is:
To serve as a senior Pacific Air Force program analyst and to provide Civilian Harm Mitigation and Response (CHMR) expertise in developing and disseminating planning, programming, and guidance for the program during peacetime and contingency operations plans as well as provide expert guidance and advice to Pacific Air Force headquarters staff, major command (MAJCOM) activities, and PACAF Wings.o Plans, organizes, and informs PACAF Civilian Harm Mitigation and Response program, develops, interprets, and implements policies and procedures to facilitate the identification and determination of ways to achieve the overall CHMR program objectives for the Department of the Air Force's mission.o Provides oversight and direction on the activities related to the planning, formulation, interpretation, and implementation of policies and procedures and systems knowledge associated with PACAF's CHMR program.o Prepares briefings, presentations, and decision memoranda to support deliberations and decisions by senior management on CHMR issuesReviews and develops command positions and responds to actions originating from other DoD and non-DoD offices or agencies that have CHMR implications.o Maintains a continuous liaison with other Air Staff, Combatant Command Staff, other service headquarters counterparts, and DOD offices to integrate PACAF's CHMR program with the CHMR Center of Excellence (CoE)Requirements Conditions of Employmento U.SCitizenship Requiredo Males must be registered for Selective Service, see www.sss.govo If authorized, PCS will be paid IAW JTR and AF RegulationsIf receiving an authorized PCS, you may be subject to completing/signing a CONUS agreementMore information on PCS requirements, may be found at:

Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systemsExamples of specialized experience includes experience mastery of advanced management and organizational principles and practices of CHMR programsExpert knowledge of CHMR military challenges during operations to include, terrain, population, infrastructure, communications, cyberspace, information warfare, munitions, resources, training, weather, disease, adversary tactics and chemical, biological, radiological, and nuclear (CBRN) elementsExpert knowledge of CHMR within the Federal, DOD, and Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual eventsFEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligibleOne year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 levelTIG applies if you are in a current GS position or held a GS position within the previous 52 weeksNOTE:

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
o Knowledge of coordination and management of civilian harm mitigation response projects in large organizations, including interagency and interdepartmental agencies.o In-depth knowledge of Headquarters-level military organizations, functions, authorities, and lines of command with knowledge covering the entire spectrum of agency programs, operations, and managementExperience with military and civilian personnel, resource allocation, and administrative processes is desired.o Knowledge of civilian harm mitigation response program management and organizational principles and practicesProgram management experience is desired.o Demonstrated ability to analyze, plan, coordinate and adjust work operations of multiple organizational segments to meet program requirements and objectives within available resourcesKnowledge of civilian harm mitigation programs or organizations and activities to assess the political and institutional environment in which decisions are made and implemented.o Ability to meet and deal with senior military and civilian officials at all levels of Government, including experience in interacting with Public Affairs, Congressional staff members, interagency and interdepartmental agencies.o Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-makingAbility to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationsPART-TIME OR UNPAID
