Duties
The Regional Administrator, Pacific Islands Regional Office (RA, PIRO) plans, organizes, and implements fishery management marine mammal and endangered/threatened species activities, and administers diverse programs of vital concern to the general public; environmental, conservationist, and protectionist groups; the fishing industry; recreational fishermen; educational institutions; representatives of state, territorial, and local governments; and foreign fishing interests. The RA, PIRO is responsible for:
Providing guidance and counsel to the Assistant Administrator (AA) for Fisheries in the development of regional and national fisheries policy and approaches to solving economic, social, and political problems in the regional, national and international arenas; identifying critical and sensitive problems; recommending solutions and changes in policy; and implementing national laws and court decisions regarding living marine resources.Working as a functioning voting member on the Western Pacific Fishery Management Council. As a member, the RA provides a administrative and technical support to the Council within the geographic area of responsibility, which demands close coordination with the other regional offices, and Councils outside the geographic area of responsibility, and other Federal organizations in establishing and carrying out the mission and programs of the agency.Serving as the regional official responsible for conserving and protecting marine mammals and endangered species, and protecting living resource habitat.Serving as the primary regional official responsible for negotiating (in conjunction with the State Department and the NOAA Deputy Assistant Administrator for International Fisheries) and implementing bilateral and multilateral international agreements and interacting with the domestic constituencies concerning such negotiations; and implementing the fisheries development program.Overseeing the implementation of the budget ensuring financial, administrative, and automated data processing activities are integrated with NMFS' procedures and systems; and supporting NMFS' and NOAA's strategic planning process by defining the financial resources needed to efficiently and effectively run PIRO.Serving as the local spokesperson for the Pacific Islands Region and NMFS in meeting the responsibilities of NOAA by establishing a system of cooperative action, in concert with the state, territories, and the Regional Fisheries Management Councils, to develop and implement fishery management plans.Requirements Conditions of Employment
As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under How You Will Be Evaluated. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.Key Requirements:
1. Incumbent may be subject to geographic mobility.
2. Ability to obtain and maintain a Secret security clearance.
3. Newly appointed SES members must serve a 1 year probationary period.
4. Position is subject to pre-employment background investigation.
5. Public Financial Disclosure (OGE-278 filing within 30 days is required).
6. Position is subject to random drug testing.

Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.ECQ 4 -Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.ECQ 5-Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font.Professional/Technical Core Qualifications (PTQs): PTQ 1: Demonstrated ability to interact with representatives of state, territorial and local governments and stakeholders regarding the use and allocation of living marine resources or matters of comparable scope and impact.PTQ 2: Experience in administering natural resource management programs which directly impact the conservation and management of natural resources.PTQ3: Knowledge of marine or anadromous science and research developments which provide a basis for bringing scientific information and expertise to bear in managing, regulating and developing fishery resources.NOTE: Responses to PTQs must not exceed 2 pages per PTQ, for a total of 6 pages.

The check will bounce and the victim is left responsible.
