The US Department of Defense Center for Excellence in Disaster Management and Humanitarian Assistance (CFE) is based in Honolulu, Hawaii with a global mission to build crisis response capacity, enhance coordination and collaboration, and strengthens relationships in the field of international humanitarian assistance and humanitarian civil-military coordinationCFE reports directly to the Commander, U.SIndo-Pacific Command (USINDOPACOM)The Commander has identified as a core task, Be prepared to respond to the impact of climate change, and has designated the Director of CFE to lead the Adaptation and Resilience Office (ARO) team supporting this national security imperativeThe ARO Program Manager (PM) will be managing a 5-person team and is responsible for the overall deliverables of the BranchThe PM will be responsible for the must have the entrepreneurial skills to guide this USINDOPACOM program that will address the emergent threat of climate change to security in the Indo-Pacific regionReporting to the Director of CFE, and with the support of the CFE team, the PM will have the opportunity and the responsibility to organize, implement and grow this important initiativeThe PM will work at the science and policy interface to provide knowledge, expertise, and situational awareness to support decision making, and will provide leadership and coordination of efforts at the national and international levels to better understand and reduce the threat of climate changeThe position requires the applicant to have the awareness, understanding, and skills that will help DoD, partner nations, interagency, and international organizations plan for the impacts of climate change, over time, on human, national and regional securityIt requires communications and diplomatic skills to represent the Director of CFE-DM, and the position of USINDOPACOM, in inter-agency and international venues to facilitate cooperative initiatives regarding the impacts of climate change across the Indo-Pacific security landscapeRESPONSIBILITIES AND DUTIES:
o Manage a 5 person staff and collaborate with other members of the CFE team, the Pacific Disaster Center (PDC) and other stakeholders for the accomplishment of the mission in a manner that is both science-based and climate securityo Responsible for updating various deliverable tracking systems, and responding to Task Management System (TMS) requests, and various administrative taskso Under the direction and guidance of the Director, CFE-DM, provide leadership to plan, implement, and grow and sustain the USINDOPACOM ARO Programo Attend in-person weekly CFE meetings, Deconfliction meetings, and ARO Branch Meetingso Provide relevant expertise on climate change and its impacts, to the USINDOPACOM community and to other civilian and military organizationso Chair and report to the Director CFE for advisory panels on the impacts of climate changeo Establish and maintain liaison with national and multinational agencies responsible for climate security in the Indo-Pacific region, and with the other U.Scombatant commandso Lead or participate in international and local conferences related to climate change and securityo Cultivate existing and new partnerships and identify opportunities for collaboration with new stakeholders relevant to the missiono Understand, monitor, and remain current on geo-political developments impacting the governance of climate change and its impacts on global and regional securityo Draft analyses, correspondence, planning documents, after-action reviews, and other professional white papers and articles as requiredo Support cross-branch CFE initiatives and projects as requiredo 35% national and international travel in support of the missiono Other duties as assigned by the CFE DirectorEDUCATION REQUIREMENTS:
o Bachelor's Degree or higher in a scientific or engineering discipline pertinent to understanding climate change and its impacts, and o Master's Degree in international relations, political science, science, technology and society, management, law (J.D.), management, or another appropriate field; or a minimum of five years' experience as a practitioner in a relevant settingo Doctorate in one of these fields is desirable, not requiredMinimum Job Requirements:
o 3 years of experience in successful project and program management, with oversight of staffo Experience in developing, delivering, and evaluating presentations for military and/or civilian audienceso Experience working with the U.SDepartment of Defense and knowledge of the command structure, strategic policy and planning processes, and security cooperation programs relevant to climate securityo Experience advising and briefing senior leaders in military and/or civilian organizations.is desiredo 5-10 years of experience conducting climate change assessment, research, reporting, or advocacy in a U.Sgovernment agency, NGO, think tank, consultancy, or science journalism positiono Familiarity with the Indo-Pacific geopolitical security environment is desiredo Experience working with US and/or international agencies concerned with environmental security is desiredo Experience working with partner nations or international non-governmental organizations (INGOs), is desired o Strong writing and speaking skills --Must be able to speak, read, and write in the English Language fluentlyo Comfort with public speaking, presentation, and facilitating groupso Ability to take direction yet work independently with a high degree of autonomyo Willingness to collaborate with others from different backgrounds, respect for diverse perspectiveso SCitizenship is required, and the successful candidate must be able to obtain a SECRET level clearancePhysical Requirements:
