Summary:
The Human Resources Business Partner serves as a thoughtful leader and tactical business partner to the leadership team, with oversight on policy administration and one or more of the specialty areas of human resources including talent acquisition and management, employee and labor relations, benefits payroll and compensation administration, and leave administration.
The Partner will also be involved in projects and initiatives that support HR process improvement solutions and enhanced programs and services.

TALENT ACQUISITION AND MANAGEMENT:
RECRUITING & ONBOARDING, CONTINUING EDUCATION, PROFESSIONAL DEVELOPMENT & CLIMATE Manages overall talent acquisition strategies, employment branding initiatives and applicable internship and mentorship programs.
Identifies, designs, implements and evaluates training programs and activities that aligns with REHAB's strategic goals.
Ensures curriculum support continuing education required for employees to maintain licensure or certification.
Keeps abreast of changes to applicable licensures/certifications requirements and communicates changes to appropriate parties.
Drives the performance management system that includes the performance evaluation program, employee development programs, and in collaboration with the HR Partners, the performance improvement/development plans (PIPs), when needed.
Develops and enhances cross-training, workforce and succession planning, and staff development to support business needs.
Develops and implements the organization and/or department climate surveys to support leaders with action plans to address employee satisfaction through effective and thoughtful communication.
EMPLOYEE AND LABOR RELATIONS Handles all facets of employee relations, including investigations and resolutions to employment disputes.
This includes partnering with departments to conduct prompt, thorough and impartial investigations on violations of Company policies and procedures.
Serves as the primary lead for labor and employee relations matters (e.
g.
, grievances, unfair labor practices, focus groups, discussions, investigations, etc.
) Participates in conflict resolution, problem solving and negotiation with/between supervisors and employees.
Serves as the interface between the Employer and unions for collective bargaining, contract implementation and interpretation, and dispute resolution up to and including arbitration.
Acts as a resource to managers, supervisors and employees to interpret policies, procedures and the collective bargaining agreement.
Reviews employee and labor relations trends and practices and recommends programs that will enhance collaborative relations.
BENEFITS, PAYROLL AND COMPENSATION ADMINISTRATION Develops, recommends and administers benefit programs to ensure the cost-effectiveness of benefits and compliance with regulatory requirements.
Establishes and implements systems and audits to efficiently and accurately manage records, enrollments, and prepares statistical reports/data for administrative and regulatory purposes.
Develops a total rewards strategy and communication plan to keep employees informed about their benefits (e.
g.
, enrollments, procedures, COBRA rights, benefit options, etc.
); and also ensuring that legal requirements are met.
Maintains contact with benefits reps and government agencies.
Ensures the timely and accurate completion of HR support services such as payroll, employee compensation and benefits, records administration, regulatory reporting, health & safety.
Conducts salary surveys, job and market pricing analysis to determine compensation best practices.
LEAVE ADMINISTRATION Develops, recommends and administers leave programs, such as paid time off, extended sick leave, other leaves, Temporary Disability Insurance (TDI), Long Term Disability (LTD), Workers' Compensation, FMLA/HFL, and ADA/ADAAA to comply with federal and state disability and employment laws, and the various collective bargaining agreements.
Strong knowledge of ADA/ADAA accommodation and interactive process, and all other leave of absence matters.
Serves as point of contact to include final ADA determination, reasonable accommodations where applicable.
Responsible for oversight of absence claim management and communication with employees, managers and third-party administrators to ensure compliance with established guidelines.
Maintains accurate records and data, compiles and analyzes trends and metrics on absence related data such as absenteeism, and leave of absences, and provides support with solutions to address issues.
Works closely with all levels of management, benefits and payroll, and employee relations and labor relations as it pertains to leave matters.
POLICY ADMINISTRATION Designs, develops, administers and acts as a resources to interpret HR policies, procedures and practices compliant with employment laws to mitigate organizational risk.
Analyzes trends and metrics in partnership with the HR group to develop and manage HR policies and procedures.
LEADERSHIP Understands the clients operations, familiarizes oneself with the positions/people, and spends quality time in the work environment to ensure that HR solutions add value.
Promotes and facilitates organization-wide support for strategic initiatives related to HR including vision, management and measurement of the hospital's organizational change.
Develops, implements and ensures adherence to policies/procedures for areas of responsibility.
Collaborates with other HR Partners to design and deliver trainings for employees, supervisors and managers relating to employee relations, performance management (e.
g.
, performance development plans, etc.
), workplace issues and related compliance (e.
g.
, training concerning policies, procedures, collective bargaining agreements, and/or applicable state and federal legal requirements).
Acts as an objective and confidential intermediary for employees and supervisors by serving as a credible partner for staff to voice concerns, ask questions and request assistance.
Participates on management committees and serves as a specialist in the respective HR areas.
Communicates corporate information, policy and direction in a positive and constructive manner.
Assists in developing departmental budgets and facilitates implementation.
Adheres to REHAB's compliance program.
Maintains a professional and positive attitude, even during periods of stress.
Develops processes and office procedures, and organizes work to maximize efficiency and workflow.
Develops, establishes and implements policies and procedures and revises as appropriate.
Supervises and supports the daily activities of the respective HR team member including assigning work, providing direction and reviewing work as necessary.

JOB SPECIFICATIONS:
REQUIRED QUALIFICATIONS Skills/
Experience:
Ten (10) years combined experience in HR Manager/Generalist areas including talent acquisition and management, employee and labor relations, policy administration, benefits, payroll and leave administration and change management and/or equivalent.
Ability to communicate clearly and concisely at all organizational levels and with a varied audience, both verbally and in writing.
Excellent interpersonal skills to effectively establish and maintain working relationships with potential candidates and all levels of the organization.
Must be able to demonstrate strong analytical, problem-solving and decision-making High degree of competency with applicant tracking systems, employment background check practices and databases; adult learning concepts, practices and procedures.
Certification in contact tracing by Johns Hopkins or other recognized provider; completed within 1 week of hire date.
Proficient leadership and strategic thinking.
Excellent interpersonal and coaching skills.
Evidence of the practice of a high level of confidentiality.
Excellent organizational skills.
Knowledgeable in Google's G Suite.

PREFERRED QUALIFICATIONS Certification/Licensure:
SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP); and/or HRCI Certified Professional (PHR) or HRCI Certified Senior Professional (SPHR) credential Education:
Master's degree in Human Resources, Business Administration or related field.
