This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, Pacific Islands Regional Office , located in Honolulu, HI.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-3 is equivalent to the GS-11/12.
A one-year probationary period may be required.
This is a non-bargaining unit position.
Cost of Living Allowance (COLA) for Honolulu, HI is 12.25% of the locality salary, and is not federally taxed. The COLA is not reflected in the locality salary shown in this vacancy announcement.
NOTE: This vacancy may be used to fill other ZP-2210-3 Information Technology Specialist (INFOSEC) positions throughout NOAA. The position must be alike (e.g.: within the same geographic locations, same grade/band requires the same qualifications as indicated in this vacancy announcement).

Manages FMC IT Security regulatory and reporting compliance;
Acts as the lead point of contact for security incident or violation response;
Manages IT Security vulnerability scanning for FMC;
Oversees all Assessment and Authorization (A&A;) activities in the FMC;
Develops guidance and procedures for local employees;
Defers policy related issues to the supervisor for systems not responsible for;
Interprets regulations, policies, and procedures and balances mission requirements against IT compliance;
Ensures supervisor is kept abreast of possible controversial issues.
There are no minimum education requirements for this position.
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To Qualify at the ZP-4 or GS13/14 Level:
SPECIALIZED
Experience: One full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 of the Federal service is defined as:
Knowledge of security documentation (security plans, risk assessments, contingency plans) and FISMA system certification and accreditation processes;
Knowledge of IT security policies, regulations, and guidance;
Knowledge of implementing IT Security training;
Knowledge of the Certification and Accreditation (C&A;) process and resulting Plan of Actions and Milestones (POA&Ms;); skill in conducting IT Security continuous monitoring activities;
Skill in conducting IT Security continuous monitoring activities;
Skill in performing IT cyber/information security, activities and functions;
Skill in performing periodic IT Security Vulnerability scanning of IT Systems;
Skill in IT Infrastructure, System and Network Administration, specifically the technical aspect of maintaining a secure IT environment;
Knowledge of security tools, database applications, OS hardening, secure programming techniques, intrusion detection systems and incident response handling procedures.
IT-related experience demonstrating:

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
