This position is located in a NAVFAC, Honolulu, HI. The incumbent provides engineering support services in the field of construction contracts between the Navy and private parties (individuals, corporations or partnerships). Contracts involve construction of buildings, pavements and utility systems, etc., usually requiring one to two years to construct. Contracts vary in size and complexity from small, non-complex projects to very large, multi-million dollar projects of high complexity involving all engineering disciplines.
Salary will be increased by the applicable Cost-Of-Living Allowance (COLA), which is subject to change without notice.

Review project plans and specifications for technical soundness, compliance with requirements and practicability from a construction management standpoint prior to contract award.
Review all contract documents to include contract plans and specifications to provide technical oversight on all assigned projects.
Reviews and recommends approval of progress payments and assures work is done in accordance with contract documents.
Provide countering or corrective information to daily reports when necessary.
Reviews contractor Daily reports for thoroughness and accuracy by checking daily reports against payrolls for any discrepancy.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) utilizing a full range of engineering concepts, principles and practices applicable to design, layout, and supervision of construction operations. 2) preparing/reviewing technical engineering specifications and statements of work covering complex and diverse engineering designs or changes; 3) interpreting project schedules to identify project challenges and proactively plan execution of duties; and 4) use of standard construction scheduling software packages, and other computer systems/related accessories for Construction Quality Management, engineering practices, and construction methods.

REQUIREMENTS:

_Physical Demands_: The work requires some physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy items such as record boxes. The work require specific but common, physical characteristics and abilities such as above average agility and dexterity. Regularly conducts quality assurance reviews of construction. Much of the time is spent walking, crouching, standing, and climbing high ladders to conduct quality assurance reviews.
_Work Environment_: The work involves moderate risks and discomforts that require special safety precautions, e.g. working around moving parts, carts, or machines; exposure to irritant chemicals. Employees may be required to use protective clothing and gear, such as hard hats. Masks, coats, boots, goggles, gloves, fall protection, etc. The work is performed at construction sites, as well as in the office, with regular recurring visits to building sites.
