The incumbent provides engineering support services in the field of construction contracts between the Navy and private parties (individuals, corporations or partnerships). Contracts involve construction of buildings, pavements and utility systems, etc., usually requiring one to two years to construct. Contracts vary in size and complexity from small, non-complex projects to very large, multi-million dollar projects of high complexity involving all engineering disciplines.
Salary will be increased by the applicable Cost-Of-Living Allowance (COLA), which is subject to change without notice.

Review project plans and specifications for technical soundness, compliance with requirements and practicability from a construction management standpoint prior to contract award.
Review all contract documents to include contract plans and specifications to provide technical oversight on all assigned projects.
Reviews and recommends approval of progress payments and assures work is done in accordance with contract documents.
Provide countering or corrective information to daily reports when necessary.
Reviews contractor Daily reports for thoroughness and accuracy by checking daily reports against payrolls for any discrepancy.

The work require specific but common, physical characteristics and abilities such as above average agility and dexterity. Regularly conducts quality assurance reviews of construction. Much of the time is spent walking, crouching, standing, and climbing high ladders to conduct quality assurance reviews.
_Work Environment_: The work involves moderate risks and discomforts that require special safety precautions, e.g. working around moving parts, carts, or machines; exposure to irritant chemicals. Employees may be required to use protective clothing and gear, such as hard hats. Masks, coats, boots, goggles, gloves, fall protection, etc. The work is performed at construction sites, as well as in the office, with regular recurring visits to building sites.
