Duties Summary The position in this class independently plans, coordinates and implements statewide informational and educational programs and activities to promote safety in recreational boating activities on ocean waters, navigable streams and beaches under jurisdiction of the state; and serves as liaison between the State ocean recreation and coastal areas program and federal and State agencies to coordinate activities; other State and foreign agencies for the exchange of recreational boating activities information; and the boating public.
Recreational boating activities are activities which involve the utilization of watercraft for sports, hobbies, or pleasure, and include motorized vessels (e.
g.
, thrill craft such as jet skis, wave rider and wet bikes; motor boats; power boats; etc.
) and non-motorized vessels (e.
g.
, canoes, kayaks, sailing vessels, etc.
).
Programs and activities include water safety classes for watercraft users; water safety curricula for public and private school children; public exhibits and demonstrations; and presentations to organizations and community groups.
The work involves developing course syllabi; preparing educational and informational materials; coordinating program activities with U.
S.
Coast Guard Auxiliary boating safety classes, by providing facilities and training aids; and directing and scheduling others (e.
g.
, departmental marine enforcement and harbor agent personnel, contracted personnel, and volunteers) who assist by conducting water safety classes.
Minimum Qualification Requirements To qualify, you must meet ALL of the following requirements:
Education:
Graduation from an accredited four (4) year college or university with a bachelor's degree.
Excess work experience as described under the Specialized Experience, below, or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.
To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.
General
Experience:
One (1) year of progressively responsible professional work experience which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or determine and recommend appropriate courses of action.
Such experience must have demonstrated the ability to elicit information orally and in writing, identify problems and alternative solutions, use judgment in determining appropriate alternatives, and prepare clear and concise written reports and recommendations for action.
Training/Education
Experience:
One and one-half (1 1/2) years experience in progressively responsible professional work experience which involved responsible participation in a program of training OR education as an instructor, OR other comparable professional position OR work experience in a staff position associated iwht the administrative or managerial process of such a program.
Such experince must have involved the demonstrated knowledge of basic education or training methods and techniquest, and the ability to communicate effectively, orally and in writing, including speacking before groups.
Driver's License:
Applicants must possess a valid driver's license at the time of appointment.
