Provides leadership, business and Information Technology (IT) acumen and management for Hawaii Region's Kaiser Permanente HealthConnect (KPHC) in order to implement, maintain and optimize KPHC as key information technology platform for Kaiser Permanente clinical and business operations. Assumes responsibility for successful implementation of automated medical record products into business and care delivery processes and for organizing and running long term support organization in Region to sustain KPHC post-implementation. Oversees projects that are high priority initiatives critical to future success of Region. Manages scope, cost, schedule and quality of regional KPHC project and ongoing support organization. Serves as role model. Supervises assigned staff.
Essential Functions:
- Leads design of KPHC project in partnership with IT Program Manager. Ensures highly disciplined project management approach. Solicits input from operational leaders to define and refine implementation plans. Determines most effective and efficient project structure, forming committees and project teams. Leads or delegates leadership for all committees and teams.
- Directs all business activities and staff within KPHC department. Selects and assigns existing staff of managers or hires new staff or managers to support department. Supervises all Health Plan leaders and staff assigned to project and department. Ensures business needs are incorporated into design of automated medical record system.
- Oversees regional KPHC budget in partnership with IT Program Manager. Develops comprehensive (Regional and KPIT) budget and long range financial plan for KPHC. Obtains funding approval from Health Plan Regional President and HPMG President for all phases of project. Ensures project stays within approved funding through all stages of project.
- Develops and nurtures critical partnerships with labor leaders, HPMG leaders and other project teams that intersect with projects, ensuring a highly collaborative approach. Identifies and monitors critical inter-project dependencies.
- Represents Health Plan for all national KPHC activities and with automated medical record vendor. Makes decisions regarding regional implementation. Coordinates and represents all business needs for Hawaii Region.
- Acts as coach and morale builder for project and department. Develops creative and effective solutions to meet needs of organization and users. Ensures staff have skills and tools necessary to be effective with new systems.
- Oversees training plans for clinical and practice management components of automated medical system to be implemented. Balances operational needs to maintain access with need to have users proficient in new system. Ensures adequate input into operational managers in development of all KPHC training plans.
- Ensures effective and frequent communication with key stakeholders throughout project. Identifies key stakeholders and determines level of information needed.
- Manages payroll and/or non-payroll budget. Monitors expenditures. Ensures compliance with budget. Promotes effective use of resources.
- Hires, trains, supervises, counsels, disciplines, and terminates assigned staff as appropriate.
- Communicates goals, objectives, accountabilities, priorities, and authority parameters to assigned staff.

- Eight (8) years of information technology, business, healthcare administration, medicine or related experience.
- Five (5) years of supervisory/lead or project management experience.
Education
- Bachelor's degree in information technology, business administration, healthcare administration or related field; or equivalent related experience.
Licenses, Certifications, Registrations
- Valid driver's license.
Additional Requirements:
- Demonstrated knowledge of and skill in change management, conflict resolution, creativity/innovation, decision making, group process facilitation, influence, interpersonal relations, oral communication, problem solving, project management, results orientation, systems thinking, team building, and written communication.
- Demonstrated knowledge of and skill in word processing, multimedia presentations, spreadsheet, database, and desktop publishing PC applications.
Preferred
Qualifications:
- Experience planning, designing and implementing automated medical record systems.
External hires must pass a background check/drug screen.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
